High School Rules
Unless a change is noted in this FYBA Rules and
Regulations document, all NFHS High School
Basketball rules apply to all FYBA games.

Each coach is required to bring basic first aid
(including an ice pack), and a game ball to each
game.
Score Sheets Only the FYBA pre-printed
official score
sheets with complete player names and jersey numbers
will be allowed to be used for FYBA games. If a team
inadvertently misplaces it score sheet, the
coach must immediately in form the officials so
that a temporary score sheet will be provided.
This temporary score sheet now becomes the
property of FYBA and must be given to the
officials at the end of the game to be verified
by the FYB board. A
technical foul will be assessed to any team who does
not use the official score sheet. If a team
knowingly supplies a non FYBA score sheet and
uses this during a FYBA game the team will
forfeit all games in which this was used and the
head coach will be suspended 2 games for each
offence. Absolutely no hand written information
will be allowed on any printed FYBA score sheet.
Game Time
Games start on-time regardless of the amount of
warm-up time available between games. Coaches should
warm players up outside of the gym if the previous
game is running long. If a team cannot field 5
players, a wait time of 15 minutes is allowed;
however, the game will still end on time at the
one-hour, fifteen minute mark. As soon as a team’s
fifth player arrives, the game will start.
Game Clock/Timeouts
All games will use a 7-minute stop clock. Each team
is allowed four full timeouts per game to be used at
any time.
Overtime
If a game ends in a tie, an overtime period of 3
minutes is allowed. During this overtime period,
only one full timeout is allowed per team--carryover
of unused timeouts from the preceding regulation
game time will not be allowed. Multiple overtime
periods may be allowed until the tie is broken;
however, the overtime periods must fit within the
one-hour, fifteen minute game time allotted. If
another overtime period would go over the game time
allotted, the game will end in a tie. If the game is
an end-of-season playoff game, the overtime periods
will continue until the tie is broken.
Mercy Rule
If one team gains a lead of 35 points over another
team, the NFHS High School mercy rule will be
applied. The clock will become a running clock and
only stop for timeouts and technical foul shots.
Once the mercy rule is called and the running clock
has been started, the stop clock will not be
reinstated regardless of the difference in score.
Press
Teams in the 10 boys/girls and younger are only
allowed to use a press defense in the second half of
the game.
Officials
If a coach feels that there is a problem with an
official, note the official’s name and number, game date, gym
and time and report the specific incident to their
age-division director
Protests
The official calls are considered final. No protests
of calls will be accepted.
Ejections
Players and coaches and fans can be ejected from a game for
one of two types of acts: Flagrant or
Unsportsmanlike Acts –or- Gross Unsportsmanlike
Acts. The FYBA will follow the procedures below in
either of these cases. The referee will have the
FINAL say as to whether a coach or player committed
one of these acts and which type of act was
committed
During the game the only individual that will be
allowed to speak to a league referee will be the
Head Coach and this is to be done during the
game only, but in a respectful manner. If
the league referee feels threatened in any way
that particular individual or individuals will
banned from this league for good. NO
EXCEPTIONS.
Flagrant or Unsportsmanlike Acts:
These are acts by an athlete against an opposing
athlete committed with the intent to harm or injure
the opponent, or behavior that is unbecoming to an
ethical, fair and honorable individual – it consists
of acts of deceit, disrespect or vulgarity. If a
player or coach is ejected for a flagrant or
unsportsmanlike act, they will not be allowed to
attend the next two games in which they would have
normally been involved. If a player or coach is
ejected for the second time within a season, the
player or coach will not be allowed to attend the
next four games in which they would have normally
been involved. If a player or coach is ejected for
the third time during a season, they will not be
allowed to attend any games for the remainder of the
season and the FYBA Board will vote on that player
or coach’s reinstatement for the upcoming season.
Gross Unsportsmanlike Acts:
An athlete who, prior to, during or following an
athletic contest, commits an act of a malicious and
hateful nature toward a contest official or an
opponent, shall be guilty of gross unsportsmanlike
conduct. Such malicious acts shall include, but not
be limited to, cursing, striking or threatening a
contest official during a contest or at any other
time because of resentment over occurrences or
decisions during a contest; physical contact with an
opponent; spitting on a contest official or
opponent; directing gender, racial or ethnic slurs
toward a contest official or opponent; or other such
acts which may be deemed as unacceptable conduct by
the athlete or coach. If a player or coach is
ejected for a gross unsportsmanlike act, they will
not be allowed to attend the next six games and
reviewed by the FYBA Board. The player or coach is
then on probation for the remainder of the season.
Any further ejections during the season will cause
the player or coach to be suspended for the
remainder of the season and the FYBA Board will vote
on that player or coach’s reinstatement for the
upcoming season.

Teams
The following rules designate
how to build and register a team with FYBA. See the
ERRATA Dates section for specific due dates.
Team Registration
A team must pay their entry fee by the deadline in
order to be registered with FYBA (see ERRATA for
deadline date). Once teams are registered,
scheduling will begin.
Paperwork
Each player must have a clean copy of a birth
certificate or other government-issued
identification showing date of birth (DMV ID,
passport) and a copy of a current year report card
(if playing on a younger team) in order to play in
this league.
Teams
Each team can have a max of 15 players; 3 of
which can be grade exception players (boys league
only). The boys league only accepts male players,
the girls league only accepts female players.
Insurance
USSA insurance is required to players in the
league.
Rostering
Once a team has collected the necessary paperwork
for every player, copies of this information must be
sent in whole (no partial packages accepted) to the
FYBA registrar (see ERRATA ), the paperwork
necessary to roster a team is:

Completed Roster form with
parent signatures indicating that the
information on the form is correct and that the
parent agrees to have the child play on that
team.

Birth Certificate (a clean,
legible copy) or other government-issued
statement of date of birth for each player
-
Current year report card
for grade exception players
-
Team Registration form
complete filled out with all team contact
information
An extra copy of all of the
information above must be kept by the head coach at
all times and may be asked for at a game or
tournament if a player is in question.
Once this information is received for a team, that
team is rostered to the FYBA.
Ineligible Players
If a coach knowingly allows
a player to participate in a FYBA contest, and this
player is not registered with the FYBA under the
guidelines for rostering players, the player and
coach will be suspended for a minimum of 2 games and
this infraction falls under the Unsportsmanlike Act.
The FYBA board has the right to extend the
suspension or deny the player and coach from further
participation in any future FYBA contest.
Player suspension could be rescinded based on FYBA
board approval. Coach's suspension has no
appeal process.
Eligible players
Younger players can play in
older groups however older player can only play in a
younger age group if he is a grade exemption rule
applies.
Playing Time Minimum
Each player must compete in at least four
regular-season FYBA games in order to play in the
end-of-season FYBA tournament.
Player Changes
New players may be added until 5PM on the Thursday
preceeding the fifth game of the season. After the
fifth game of the season, teams may only add
players if their roster slips below 8 players – the
team’s roster may be brought back up to 8 players.
However, any additional players must compete in at
least four games prior to the end-of-season playoffs
or they will not be allowed to participate in the
playoffs. Each additional player must be rostered
with all appropriate paperwork by 5PM the Thursday
preceeding the first game in which they will play
before they may play in the FYBA. Once a new player
is rostered and an existing player deleted from the
roster, a new scoresheet will be issued to the team.
Player Transfers
Once a player has been rostered to a team, they
cannot play on any other FYBA team in that age
group. If a player desires a transfer to a different
team, a transfer can only occur before the first
game. Also, in order for a player to transfer to
another team, a signed letter from both the player’s
current coach and parents must be received by the
FYBA registrar releasing the player from the current
team.
Enforcement of Player Rosters
It is up to the FYBA coaches to enforce and monitor
player rosters. If a coach feels that another team
is using an illegal roster, the coach can write down
the names of the players on the suspect roster and
send that information to the FYBA registrar. The
registrar will check this against the data received
for that team. If an illegal player has been used,
the team with the illegal player must forfeit the
game(s) in which the illegal player participated.
Rules/Discipline
The FYBA reserved the right to
modify the league rules and discipline at any time
whenever necessary, to uphold the sportsmanship and
integrity to the leagues vision.

FYBA
Organization/Reporting
Schedules
Schedules will be sent to all coaches prior to the
beginning of the season. Teams may not request and
will not be granted any schedule changes.
Timeclock/Scorebook Volunteers
Each team is responsible to provide one volunteer
per game to either run the timeclock or keep the
scorebook. Each game should have one volunteer from
each team – the same team cannot run both the
timeclock and keep the scorebook.
Coach Responsibilities
Each coach is responsible to report their team’s
score by Tuesday following the weekend game to their
age division director. The head coach is also
responsible to notify their age division director of
any players or coaches on their team who may have
been ejected from a game. This information will be
passed onto the team’s opponent for the next game so
that they know which player/coach should be sitting
out for that game.
Age Division Directors
The Age Division Directors are responsible for the
teams in their age division. These directors will be
given as much information as possible from the
registrar regarding the team names, coaches names,
contact information, etc. After each coach reports
their weekend score, the director will enter it on a
copy (either printed or electronic) of the schedule
for that division. The director should either fax or
e-mail this marked-up schedule to the web master
(See ERRATA) by Wednesday of the week following the
games. At the end of the year, the director is
responsible for verifying the standings of each team
in the division prior to the seeding of the
end-of-season tournament.
Uniforms
Each team must have either one light and one dark
uniform shirt (shorts do not have to match) or a
reversible top that has one light and one dark side.
The home team will wear the light-colored uniform,
the away team will wear the dark-colored uniform.
The player’s uniform number should be displayed
clearly on both the front and back of the uniform
shirt.
Team Contacts
Each team must designate a team contact. This person
must have the ability to use e-mail. The team
contact will be the person notified of any schedule
or any other changes. Scoresheets will also be sent
out electronically via e-mail. Coaches will not be
called or faxed to individually.
